We have been caught short, among other things, with the preparation of our proclamations. The position at the moment is that 3 proclamations have been completed; these are:

The Establishment of a Military Administration

Proclamation;

(3)04 54145 The Offences Against the Forces Proclamation,

The Military Courts Proclamation.

The first has been approved in discussion between Colonel Stric land of H.K.P.U. and Colonel Bacon of the War Office, and has been vetted by the Secret ry of State's Legal Advisers; as you know it has been telegraphed to the Naval C.in C. The second and third have been agreed in discussion between Colonels Strickland and Bacon,and Mr.Hasting s has been given copies for any observations he may wish to offer.

Several other proclamations have been completed in draft here and Colonel Strickland will endeavour to secure both Colonial Office and War Office agreement on them before the end of this week. Colonel Stric land has the text of the Some Malayan proclamations which I understand secured the joint approval of the War Office and the Colonial Office. It is obvious that Colonel Strickland will be called upon in Hong Kong to produce proclamations without the benefit of discussion with Colonel Bacon and the Secretary of State's Legal Advisers. In this preparation he will be guided by the Malayan models so far as they can be adapted to the conditions we find in Hong Kong. The proposal is that these
